You are right. Nickel plating is required before the chrome plating and often leads to hydrogen embrittlement. That's why forks and rear stays that were chrome plated had to be heavier. When they weren't in the pursiut of lighter and lighter weight bike frames, problems followed and I think plating took a bad rap.
