It's a handle for loose cleaning needle wires. It's called No.9082. You pinch the wires under the little lever at the top, as you can see in this old topic where you also will see a link to a catalogue with this device.

View attachment 164986 A small envelope that came with the prickers is included in this picture. The envelopes came with 6 or 12 needles. Produced until the mid 1930s I think. The last example that I have with prickers of this type is from 1934. They were also in the 1932 catalogue. Relatively common among older items.

It is already shown in my post above how it looks when unfolded. A practical little tool. I have used one of mine for smaller wires to clean the two holes in carbide lamp burners.
