Mine has more of a bend in it the stop and pin are not far out but...
You could make a new pin with a 90 degree bend on it to hit the stop in the position you want the fuel tank to be?

Try plus gas releasing oil down the pump tube and apply pressure to the pump rod but not enough to open the NRV it might force some...
