Maybe burner was used without those 'cleaning needle parts'? Those parts might be difficult to find nowadays.

Yes, tank pressure can be used for adjusting and it should work fine. Also I am not sure if there is no adjusting or is the "adjustment" only for moving the cleaning needle.

You're right, it's not really a regulated burner with a reducing valve but a burner with an in-built pricker device.

That said, the partial insertion of the pricker wire (missing in the example pictured below) in the jet hole has a limited regulating effect - much like that on a Coleman 520 does.

It’s a good question, maybe it’s really no use for adjustment.

Here is cutaway for burner that has the adjustment: Regulated burner cutaway

Burner 4074 does not have same construction.

    I believe you
Do you think the needle can control the Kerosene speed "

It can regulate the flame to some degree but it's not good practice to do it. The jet orifice and the needle will wear more quickly. Best to achieve a low simmering flame by releasing pressure from the fuel tank, increasing it when needed by repressurising it with the pump.

Same flame control technique as with a stove with a non-regulating burner.
