Trying to start a just aquired Valor 55. Cleaned out fuel tank w/fresh kerosene, good pump seal. I open the pressure relief valve, light spirit in cup, and I get kerosene running out of the tip almost instantly. I have no pressure in the tank yet, so why is it doing this? Tank is only half full. Any Ideas?

kero left in the coil, if it was warm when you did it that will cause some to rise up. what happens if you carry on with the preheating?

I agree with Henry, although it could be the pressure relief valve not opening as it should; it may open freely, but still be clogged with muck.

    To Explain your problem
There is stoves and blowtorches with out a pump. These get pressure from pre-heating and heat from the burner.
Your stove is doing the same.
I would say rik_uk3 is spot on. Clean your blead valve out.
Or leave your filler cap loose until you aready to start pumping.
