The general idea is similar to the type of heater dome marketed by Burmos in the 1950s (here). But the cone shape is very different.
It works best on a silent burner:

My one that I made works best on a silent burner too. It also keeps the noise down. I did it because I got in a pile of incombrences a heater head and I thought nothing lost if it doesn’t work but it works quite well. Remember to use a heat reflective dish to keep the tank from over heating.
PS, I don’t know what it’s output is but it uses the same as a stove.
