Take out the plunger, pour some kerosene (fuel) in the pump tube. Put plunger back. Push the kerosene through with the pump.
You definitely want lead as the seal, not rubber. It is part of the safety mechanism of the stove.
The burner head looks like copper. If it is copper, this is likely a prototype as copper is not a suitable material.
