Р.С.Ф.С.Р. stands for Russian Soviet Federative Socialist Republic which was a was a republic in the Soviet Union from 1922-1991. Prior to that it was a sovereign soviet state following the revolution from 1917-1922. After the fall of the U.S.S.R. in 1991 it was renamed the Russian Federation.
