This one would certainly be a challenge to do by hand (I have done a couple of unobtrusive test spots). What does work, when the choice is 'all or nothing', is vapour blasting - see here. That is the one process I know that, done with care, can cut through the worst crud imaginable, and still leave the finest details on an underlying soft metal surface undamaged.
